How do you takeover another company?

I have been playing the game using a mod as Strikeforce. We are now the #1 organization but none of the smaller organizations will let me take them over. What do you have to do for someone to agree to the takeover?

You have to wait until a company is in financial trouble. A message should appear on the news screen to inform you when a situation like this arises. This is when you should attempt a takeover.

I am 4 years in and have yet to see this. Will it show on the Internet page? Is this something that does not commonly happen? Also is there maybe a way to modify the settings for it to work?
