How to get over enough to get into a "national" promotion in the USA

I'm using ORC mod and want into TNA eventually. In this mod, there are not many regional and higher promotions in the USA. I'm in both of them now. Would I be better served going to a "regional" promotion overseas or going around to "small" ones in the US.

well i got hired by TCW a national promotion in the cornellverse when my overall popularity was in the low 40s, but i did have a strong friendship with one of their main eventers.
