Are the following items subject to scouting error during recruiting...or are they always 100% accurate:
*player's national/regional ranking both overall/position?
*player is shown to be All State/Mr. Basketball/AllAmerican?
*player's "star" rating...5 star...4 star recruit?
Looking at a player's high school stats...are the numbers all based upon the SAME level of competition for each school...ie., the stats are all comparable across all players for evaluation purposes?

I'm not an expert, so I could be wrong -- but my understanding is as follows.
The player's national/regional ranking both overall/position is based on the opinion of a sort of central scouting bureau. It is simply one opinion and not necessarily indicative of who will become the better player. The same for the player's "star" rating. It is simply the opinion of one source.
The All State/Mr. Basketball/All American are likely accurate, since they would be a matter of fact, not opinion. Of course just because a player is All American doesn't mean he will be a better player than another player who is not.
As far as the high school stats representing the same level of competition -- that I don't really have a solid opinion so I won't venture a guess.
When I'm looking at a potential recruit I look at all these factors:
1. Their "star" rating
2. Their national/regional/positional rating
3. My (and my scout's) evaluation
4. The player's stats
5. Their academic performance
6. Their status as All State / All American / Mr. Basketball
I give the most weight to the first three. Again, I'm hardly an expert, but those are my thoughts -- take 'em for what they're worth.

After playing this game like crazy for a few months, I would say this is pretty accurate. The star rating is your best friend.
The one caveat is that ranking is tricky, obviously someone ranked 65 in the national should be better then someone ranked 220, but I find that once you get in the high 100s to let's say the 400s, it's more of a crapshoot.
If you have high scout ratings and your lead scout is skilled, put more stock into what they are telling you. If your scouts have less skill, value scout ratings less and lean more towards ranking and stats.
