Can you get picked up by a fed?

I haven't really played long enough to find this out for myself yet, but is it possible for a fed to offer you a contract without contacting them first? Like let's say I was playing as AJ Styles in TNA, would I get a meeting e-mail from the WWE if they were "interested" or do we have to take the first step to "contact them"?

When I started a career I was working for 8 feds. After two weeks of having all atleast B- matches ROF contacted me and offered me a $50 per apperence contract for 1 year.
