Okay so I know that if I sign a guy for a high contract other guys at similar popularity levels will want the same or close amount of money. So what happens if I get a guy for cheap? Will the other guys want to come for cheap? Or is this just a thing to stop everyone from hiring the biggest free agents, by making it harder to sign their own guys if they do this?

If you manage to sign a guy for a low rate he'll likely want a raise after he's had a fight, believing he's not getting as much as his equals. Remember, one guy getting more just means everyone else gets less... so everyone will want the most they can reasonably get. Which means... hanging on to those overpriced top names could spell financial disaster in the long run as everyone who passes those big earners will want more and more money too...
