I have a number of workers who are turning stale, but they're over with the fans, have highly rated gimmicks, and are consistently turning out great matches and angles. I'm guessing that the high quality of their work is offsetting whatever penalties the staleness is giving them. Do staleness penalties get worse over time? Am I okay ignoring staleness messages until I notice a drop in my match and angle ratings?

It means the fans are getting tired of his gimmick or his disposition as a face/heel. You can ignore it until you start getting the message that says he desperately needs a change.
Ignore the first sentence, I just copied it from a thread which covered a similar subject, hopefully that helps, even though yours is about gimmicks and this one is about disposition.

Thanks for that. I've not received that "desperately" message yet, so I'll ignore until it pops up.
