There have been many cases where I've lost out on fighter negotiations, and the fighter says he's been offered a better offer, but when the negotiations are over, and I check out the employment page, all of the displayed terms are equal or below what I was offering (drastically in some cases), and in most cases those displayed terms were the only ones under discussion (and all other terms were raised as well), so I dunno how they could've possibly made a better offer.
I hesitate to say that the logic is broken, but at the very least it's not very transparent to the user what is happening, or why they lost out on a bid to a competitor apparently offering weaker terms. If popularity of the org carries a heavy weight, that should also be mentioned at some point in the negotiation.
