I am using the December 24 patch. I was wondering why in the editor potential is always put to 0 after using the template? I do not know if this is a bug or not?

I believe zero makes their potential random and let's the hidden destiny stat due to the work. In the help file it says if you give someone 90 potential then it is expected most of their stats will be around that mark at full potential. If you notice all the default workers potential is zero as well. Zero doesnt mean they will be awful it just means it will be more random
Potential: This is a measure of how good a fighter is likely to become when he reaches his prime. Generally, a fighter with 70 Potential could expect to find a lot of his statistics reaching the 65 – 75 level when he hits his prime (although some could still go higher or lower). If it is set to 0, which is the default, the AI will calculate his potential based upon his stats. Please note that this stat has absolutely no effect if the fighter is already in his prime (or past it), as his potential has already been realised.
