First time with Mods

This is my first time playing a game like this and I am trying to get updates and mods for my game, but I am having trouble. I extracted the files to the folder and they are in my WMMA folder but when I run it says "failed to start becuase elicen40.dll was not found" also how do you get MrBriggs real world mod to work?
