Not sure what part of the world you are in, but I was able to buy TEW 07 with an international money order. There are ways around the lack of a credit card, they just take a little bit more patience.

for an independent company *yes grey dog is still independent* to get a game in stores is almost impossible. For one the cost would go WAY up. You would have shipping, product design *boxes, cd art and so forth* and to be honest there is not a "big enough community" to get it in any store shelf.
