Topic. They seem to be the same as far as I can see. Or does a "Future Inductee" have a "guaranteed" spot regardless of accomplishments set in the selections?

Yes. He/she has already accomplished so much that he is guaranteed to get himself/herself into the HOI, like Triple H, Shawn Michaels, The Undertaker etc.

Not Inducted means the worker will only get into the HOI if he has met the achievement criteria when he retires. Future Inductee means that he will definitely be inducted when he retires. Inducted means that he begins in the HOI.

From the help files... just thought I'd take this chance to remind everyone that TEW08 has some that come with the game, even though the forum community is now so advanced that we can pretty much answer every question between us now anyways. :)

If a worker isn't on the Hall Of Immortals list in the editor, but somehow does achieve enough to be inducted, can he still get in?

yes, that's the beauty of the HOI, being able to see workers that may not have ever got there, or ones that you have helped get there, get into it :)
