One where you can have your own army with specific generals and key figures in the game. Where you can invade other countries, negotiate, trade.. etc.
I know im missing some key points, but I find it hard to find a really good one out there now and days.. most of them have a dead community as well.

Check out the paradox interactive games:
Heart of Iron for WWII
Crusader Kings for middle ages
Europa Universalis for a grand strategy that spans ages
They have some others but those are the biggies.

an even better one where domestic issues and finance take precedence over war. Rulers of nations comes to mind as an example.
this fits in well with alot of grey dog games where everyday you sim you are faced with a policy issue eg: build a bridge or not, and every decision affects your popularity rating with different constituents.
It could also have you start out at the very top eg: prime minister or president, or dictator for life, or you can start out at the very bottom eg mayor (or even lower like city council or something). then you have to work your way up by getting popular.
Im not sure how the international element will work eg: taking over and anexing a country, but it shouldnt be harder than a few mouse clicks and an active immagination.
