The blue and white striped shirt texture in that pack can pass for a ref's shirt if you change the collar to black. The stripes are still blue but in a 150x150 shot it's too hard to tell the difference. Did these ones for 07 using that prop, as an example...

I don't have the above objects, but I messed around a little with textures and the stuff I do have. It isn't the most traditional ref uniform, but it might work for you.
