Like the question says ... could we edit the database in some way to make Delaware a football powerhouse state?

Each high school has its own prestige rating... you can tweak the high schools in Delaware to make them into top prestige high schools and you'll see a higher percentage of top recruits coming from Delaware.

Sweet! Can this change be made mid-dynasty, or does it have to be done prior to starting the game up?

Actually, the % by state is determined in the game. There is some variability, but what Scott said isn't quite right. Changing the strength of HS prestige will impact where the recruits come from within the state, but the overall quality of each state's recruits is a factor of:
1. Game algorithm for recruit strength (based on data from real sources over the past decade+).
2. Number of players leaving schools in that region/state
3. Slight variability factor.
There may be times when Delware has some good recruits, but it will based on the above factors and not anything in the high school DB. This was done to keep the balance of recruits correct (as it is in real life).

Is it possible to rename the states? It would be an interesting project to rename all the states into regions of another country to, say, have a Canadian universe. :D

Are the individual school prestige ratings based on any real life research or are those random?
And does positional strength vary from state-to-state? For example, high percentage of QBs from CA, WRs from FL, DBs from TX, etc.?

Nearly all high schools in the United States with a football program made it into the game.

It's based on real life. If you follow high school football, you will see some familiar names on the top HS archive.
And does positional strength vary from state-to-state? For example, high percentage of QBs from CA, WRs from FL, DBs from TX, etc.?
Positional strength isn't hardcoded to any one area. CA, FL and TX will have a big chunk of the total number of recruits, but there is no bias towards positions.
