5-6 team in Bowl Game

Penn State made a bowl with a 5-6 record. There were teams available with winning records.

I had that happen too, but maybe those specific bowl games criteria was to accept say the #2 team in the Big Ten, because I had 5-6 Michigan in a bowl game but they were 5-2 in conference
