Help with New Promotion

I am currently 4 years in on my 21CW game and I was looking to shake things up in Britian by adding a new promotion either at or near cult level.

The new owner for the promotion is going to be the recently divorced Jennifer Cornell, but I noticed her owner rating is 0%. What should I set her rating to and what kind of promotion should it be?

By the way, I was planning on having the top star of the promotion be her soon to be revealed boyfriend Wolf Hawkins.

Any suggestions would be appreciated.
