Default What governs ambushes?

The ambushes, which might happen when you do Civic Work, are exciting to me. However, it seems that my custom villains never ambush.

I tried to guess what controls it, but no luck so far. Is there something I am missing that will make my custom villians ambush the hero?

The chance is calculated by the crime rate in the location, then modified by the number of potential ambushers. If there are less than 3, it's impossible for an ambush to take place. Ambushes are more likely if the user does not have a secret identity.

Therefore you can raise the chance by having a number of appropriate villains, being in a crime ridden location, and not having a secret identity.

There is nothing you can do to make specific villains more likely use ambushes.
