Off. Gameplan Starter Playing Time doesn't work

Using v1.11:
1. Setting the starters playing time on the off. gameplan has no effect. Set all starters to 1% and then sim the next weeks games. The starters still get all the snaps.
2. Setting the starters playing time to 0 causes a dialog box to be displayed which requires you to click it about 20 times before it closes.

I've had similar problems. I have had some success in getting the % for a specific week, it tends to be more frequently applied to QB/RB, but not as much on the OL or Defense.

Also, should my holder get credit for playing in everygame? I've had backup QBs who show know games played, but they are my starting holder for XP & FGs.
