Purchasing a registration

Is it possible for me to run the game both on my PC and on my laptop with the same registration purchase?

Not at the same time as only one license can be active at any point in time, but you can easily swap between them. Each time you want to swap, simply go to Control Panel -> ELicense and click Unlicense, then license it on the other PC.
