Default Question for Adam on potential

I am using the December 24 patch. I was wondering why in the editor potential is always put to 0 after using the template? I do not know if this is a bug or not?

I believe zero makes their potential random and let's the hidden destiny stat due to the work. In the help file it says if you give someone 90 potential then it is expected most of their stats will be around that mark at full potential. If you notice all the default workers potential is zero as well. Zero doesnt mean they will be awful it just means it will be more random
