Using the DOTT mod, I have some workers that have hit a glass ceiling in terms of popularity. I know that not all workers will get over, but some will max out at either B+ or C+ across the board, in all territories, despite the fact they are main eventers, put on A* matches every time and have A* momentum. Is there anything to break this ceiling or is that as high as they'll go?

Check the editor after your shows and keep track of the exact percentage of the workers overness. Especially if they have hit a number ending in 9 (for example: 39.99) and it doesn't increase even after a show or two, you've probably hit their popularity cap.
I know charisma and start power are supposed to increase the odds of a higher cap, but most of my wrestlers at A* popularity have neither high charisma or star quality scores. Since every game has new destiny mods, the only thing you can do is use trial and error to find a big star just like promotions in real life. Keep an eye out for guys that are gaining popularity by accident. I've discovered some of my biggest stars by chance because they got popular even when I wasn't really trying to push them |

One worker in particular has 77.3% popularity in every American and Canadian territory, all Japanese territories (except one) and one Mexican territory. He has the same pop in the territories of the other countries as well. Another worker is at 80.0% in all territories that I reach.
I realize that not every worker will reach A* popularity, because I have some that seem to max out at B or B-, but not in every single territory. It's a strange phenomenon and I wondered if there was something behind it. |

Don't quote me on this, but I think the cap applies for all reigions. If the cap is 33.7 in one area, I think it's the same for every other area. At least, that has been my experience.
