I'm gonna say No. Atleast I've never seen it change over a period of time, altough I haven't payed that close attention to it. It'll stay the same from the moment the gimmick is debuted.

The only way I could think of it off-hand is if its a gimmick thats strong for babyfaces, let's say, and the worker deosn't make a good babyface. Over time, he would get better at playing a babyface and that could increase the rating of the gimmick.

A turn will work, though. I accidentiall put a babyface-only gimmick on a heel worker. I turned him, and despite the turn going poorly, it jumped the rating of his gimmick.

Because, my user avatar, under the "Demented Orange" gimmick I made, covers all the bases, but has pulled a D+ so I'm sorta hoping he will improve. But his momentum is B+ so what am I worried about.

Also, how long does it take for you to be able to change the gimmick. You know, so it stops saying "far too early".

Six months, I believe, for it to be cool to change.

Altough I have to mention that if you turn a person, the gimmick rating will change even though you don't change the gimmick, just the disposition.

I haven't seen a gimmick rating increase over time, but I have seen it decrease over time, though I'm not sure what causes it. I had an SCCW game going a while back where Dazzling Dave Diamond got an A rating with an Arrogant Heel gimmick, and Elijah Harris got an A for a Fun Babyface gimmick. I put the two of them in a storyline feud for the Southern Regional Heavyweight championship, and by the end of the storyline both gimmick ratings had dropped to a B+.

Not sure if the lack of heat in the storyline caused the drop or the poor performance in angles (as neither man was over at the time, which caused the ratings of everything to land somewhere in the D-D+ range, including matches), but the gimmick ratings did drop off slightly. Given that the ratings can decrease, I would say that it would be also possible to do the opposite in a game.
