Default War isn't working?

According to the game, a war relationship forces all workers to become exclusive, if they sign for one promotion, they must leave the other.

Being larger and with more prestige, I recently declared war against ACPW, and not only did none of their wrestlers leave after 4+ months, ACPW are continuing to extend contracts of workers I share with them.

Is this a bug?

i believe that its usually down to the wrestlers if they leave or not. i often get messages saying that so and so chooses not to negotiate due to your war with ....

None of their wrestlers would probably leave unless you signed them after the game started and obv they would only definitely leave if it was a written deal you offer and not ppv.

it may depend on each individuals personality.

Any time I've declared war on someone, the worker leaving provision only works after I've declared war AND resigned a worker. If a worker has a contract with both companies prior to the declaration, they stay working with both until a new contract is signed.

Even so, ACPW probably shouldn't be able to renew the contracts of shared workers. I'd say that part was a bug, at least.
